U can't officially update to pie on moto g4 play. U have to flash TWRP recovery install a Pie custom ROM available for Moto G4 play.

Would I be able to use this exact rom and install to kyocera hydrowave c6740? There isn't a lineage for this phone and that looks close enough.

In which Android version currently u r on Marshmallow or updated to nougat? If already updated to nougat still there r no way to root on official nougat but if u r still on marshmallow u can flash TWRP & install this ROM.

First of all try to unlock bootloader. Though as far I know G4 play bootloader isn't unlockable at nougat, hence Motorola(Lenovo) isn't providing unlock key anymore.
