The Angry Beavers was the final (and most notable) animated series produced by Gunther-Wahl Productions Inc., which was later shut down in 2001, after the series ended its run. I didn't know Norbert was voiced by Salem from 'Sabrina'! Just one time I watched the show in English, and the rest in Korean. + Judging by his singing (a demo done in the Sabrina show), I think Nick Bakay would make a superb James Mason impressionist if he could imitate his British accent, too.
The show premiered in 97 (Of this month actually-April), but I am sure they started working on it in 1996. The actual pilot Snowed In, was made in 1994.
The 1996 Kids Choice Awards was in May of 1996. If this clip shows scenes that were already animated, I'm guessing they started working on it even in late 1995!!!!!
