Top Gun came back way back in 1986, still used original aircrafts and very few VFX still better than Fighter's crappy VFX and also Fighter had numerous instances derived from Top Gun, also the movie had budget of ₹300 crore just 50 crore more if you count inflation.

All the action in Top Gun Maverick was fighter jet combat sequences while Fighter has fighter jets, IAF MI17 choppers, IAF C17 Globemaster, Chinook chopper, IAF Garud Commandos in action and also hand to hand combat. Top Gun is completely fictional story while Fighter is inspired by true events. Fighter has more sense of patriotism as compared to Top Gun. Fighter movie is a great tribute to our Indian Air Force 🇮🇳. Fighter has more to offer to Indian audiences than Top Gun and hence Top Gun earned around 50 Cr at Indian Box office while Fighter grossed around 100 Cr in 4 days.

No matter how good a movie you make, it doesn't harm to say that you were inspired by another film. Great film makers always mention what they were inspired by. Like Ram Gopal Varma giving credit to THE GODFATHER for his SARKAR movie which was so different yet clearly inspired. Adapting a movie to your culture isn't a crime and not an achievement. Bollywood still lacks originality.
