Still the best Oscar win ever I think. She was so young and absolutely stunned and Holly Hunter was so excited for her. Then she gets onstage and is practically hyperventilating. I love rewatching it.

I think she’s talking about from filming instead of the film release. She was born in 1982, so 2019 is 27 years after her 10th bday

I've noticed that it starts to come back when she is around British, Irish, Australians and New Zealanders (if you watch her on The Graham Norton Show it started getting thicker the further the episode went on) but I think she lost it living overseas

The accent she used in the movie was a Scottish accent because the characters were from Scotland which explains why it’s so thick sounding. She only lived in New Zealand for 6 years and then moved to Los Angeles California in late 1995, where she has lived since then. She still only holds New Zealand and Canadian citizenship (she was born in Manitoba) so living in multiple counties it’s easy to see how her accent was lost.

If you were to go live in England for ten years you'd come back with an English accent but not just as pronounced. I have a neighbor who grew up in NY and has lived in the south for 30yrs. Every time she goes up yonder he family jokes about how she is no longer family due to her accent! LOL!
