Another argument could be that whoever became the khalifa of Musa was not elected by shura instead God appointed the successor himself .

The representative of a spiritual movement not having to be a prophet is important for a living path. How can anyone not realize that the prophethood being the only part of being viceregents that ends with Muhammad means that innocent spiritual leaders will continue.

Remember when Musa went up to the mountain to receive the commandments? Harun was left behind to deal with the people. When Musa came back and saw his people worshipping the golden calf, he questioned his brother because he had left him in charge.
