Well, you can try reinstalling ANSYS. Or maybe you can find the general material file of ANSYS on the internet and add them to your library. But I am not sure if you can find or not.

Sorry, I realized that it is probably not the solution. Try this instead. Copy to folder: ANSYS Inc\vXXX\Addins\EngineeringData\Samples These files: drive.google.com/open?id=1r6K5OsbIixnCkRCRK8DYLBTf9QFm26FA Those are the materials for 2019 R1, I hope they are compatible with your version.
That's a bit strange because I have also used the 19.2 version and I didn't have any trouble. Is it like nothing happens when you double click, or contents screen is not appearing? If nothing happens, is there any chance that you are clicking to block name instead of the real tab? If you can't just see the contents of engineering data, click on the view at the top, and activate the "Outline". This will bring back the contents table.
