Sir splendid explanation you are a gem , ruby, sapphire 😊 i have learnt this concept from sbt sir in his one problem solving video in which location of centre of mass was asked he said that this question can be done(the one given in his book) by balancing torque and and giving it a shape of inequality but he discussed a much shorter approach where he said the same concept. At that time i wouldn't understand it clearly the concpet of COM weight line but now it understood it profoundly .

2nd girl didn't pushed the wheel, she actually rotated that wheel. Like you added some external weight for rotation momentum and purposely position that wheel accordingly.
The second girl actually did it. When she rotated the wheel there was friction at the bottom but it was not moving and due to friction angular speed decreased and wheel started rolling motion then. And during the rolling motion no external force was applied by the girl and even friction is zero at this time.
