Antonov’s An-132D military transport aircraft is a updated and re-engined version of the An-32. The Ukrainian aircraft features two Pratt & Whitney Canada PW150 turboprop engines and Honeywell avionics. The aircraft will be built in Saudi Arabia, and the country plans to use this type for maritime patrol missions.

Must be some kind of design flaw, maybe bad longitudinal stability, since they have equipped it with those huge ventral fins at the back.

Are you sure? Seems to me like they tried something innovative in terms of aerodynamics. Passing the airflow around each of the four sides (up, down, left, right) and don't let them come in contact until the air is behind the aircraft and since there is a loading ramp the air flow from below, the right and left hand sides would come together at a point of "no space" and vortex turbulence would be the consequence. I think this technique could improve any heavy lifter with loading ramp, for example the C130. Just a guess of mine... would love to hear the full truth about them!

You might be right, of course. Though history has shown that adding ventral fins on planes usually was because of stability problems.

jeoverv idk if it has a ramp door but if it has one the fins are to generate vortex to delay separation of boundary layer...

They've had that since intitial design decades ago. As another person commented, its related to the aerodynamics of the aircaft when the ramp is down in flight.
