An actual law has to be broken first. Filming people is not illegal per the 1st amendment. However, If it's private property, the owner of the property can ask you to leave. But that's about it.

Anyone can be filmed in England if they are in pubic, even children. Not sure about what rules apply to whatever private business they were in though. Either way, it wouldn't be a criminal offence.

In public, in the UK, filming in public isn't illegal. People can get caught in videos. Filming while chasing someone around and harassing someone IS illegal though.

It is illegal to film a child in a private space without the parents consent in the UK and filming in a public place is okay, however if someone deliberately filmed a child in a public place for profit they could be taken to court but the law around this is quite complex. We The RIPPA to protect the publics rights from governmental surveillance but the laws around what happens in your local public spaces could do with tweaking a bit since the rise of this type of behaviour. However there is nothing stopping gyms, swimming pools and clubs banning films. None of this impacts on the “ publics right to a reasonable expectation of privacy” which coves lavatories and changing rooms etc. I would think that surely a hot tub in a gym or club might be able to come under that especially if it was a women only space. Not sure how it works in the US.
