One of the reasons given for Apple Intelligence not being allowed in the EU is because it is only currently available in English and no other EU languages: according to something I read the other day, but didn’t verify. In the EU, and Italy in particular, laws are more suggestions.

That's more of an excuse than a reason. Many other features are only available in particular languages but aren't region-locked and many EU countries have a very high percentage of English speakers.

The problem with AI might be the regulation on sharing of private data across services. Even though Apple's approach is way more privacy preserving than any other AI companies, the regulation is worded in such a way that Apple might get sued.

While I hold no particular animosity towards Apple, it is important to acknowledge that fines should be sufficiently impactful to serve as a deterrent. Consider the example of a speeding ticket set at a flat rate of $200, regardless of the extent of the violation. For an individual earning $700,000 annually, such a fine is negligible, whereas it poses a significant burden for someone earning $30,000 annually. If the fine were adjusted to be 1% of the individual's annual income, the consequences would be more equitable. In this scenario, a person earning $700,000 would face a $7,000 fine, which would be substantial enough to deter future infractions. This proportional approach ensures that penalties are felt more equally across different income levels, thereby promoting compliance more effectively.

Not true. All Apple Intelligence features run on top of Apple's own Foundation AI model. The only feature that's powered by ChatGPT is if you ask Siri a general knowledge-based question.
