I used the Roberts 3095 . Roberts makes a bunch of different carpet adhesives. They have indoor and outdoor. I would choose the one that best fits with where you want your rug. The outdoor does take longer to dry .

It depends. I usually let them dry 24 hours on the frame. However, lately it has been easier and just as efficient as applying the backing after about 2 hours and then letting it finish drying flat on the floor for 24 hours or overnight.
