Shouldn't the quota for State 3 be 7.380952381? That's what I keep getting whenever I do 46500/6300, no matter what calculator I use.

What happens if a quota starts with 0.8737 do you round it to 1 to put in the initial table or you leave it as zero?

So what if you had 8 instead of 9 for the total initial apportionment, how would you distribute the candy? Would Alex get those 2 extra pieces?

sorry for the late reply, but it goes to the second highest decimal point, which would be Alan. So that means Alan has 6 candies now.

thanks! very helpful1 but to the author - i think the quota for state C should be 7.380952 (see 7:40)? this matters because if so, then State C should get the extra next step of allocation? thx
