OK, so it's another mechanic that makes that "buy a character" action more interesting. They had already addressed this issue by making that action a choice between recruiting and funding a tribe. Now it makes the recruiting option more juicy I suppose, which means that this expansion gets much better when played with the tribe module from the previous one. Because now you have to choose between two really tempting value offers instead of just making the recruit action better.
