Pomeranz (bitter orange) may be found in stores that deal in teas, herbs, and unusual spices. Failing that you can use fresh orange and lemon peel. This recipe also follows a more ornate variety of spices than some recipes but I think the effect is very nice. The minimal ingredients are dill, fennel, and caraway (everything else is there to support those).
Recipe:

700ml mid-range vodka
4 cardamom pods
4 pieces dried bitter orange peel (can use orange peel or lemon peel)
2 cloves
1 large star anise pod
1/2t black pepper corns
1T coriander seed
1T fennel seed
2T caraway
6 pc allspice
1 sprig dill (can use 1t dill seeds instead)
If using fresh dill, steep it in the vodka separately, and then strain, removing the dill.
Heat the dry spices in a pan over medium-low heat until very fragrant. Add to vodka in a steeping bottle. Shake daily, for a week. Strain through fine mesh strainer (optionally coffee filter) and return to vodka bottle.
Serve cold in a snappsglas.
