It is essential for it to be in Arabic only for the one who is able to do that, unless none of the listeners know Arabic, in which case he should give the khutbah in their language. This is the correct view according to the Shaafa’is, and it is the view of some of the Hanbalis. See: al-Majmoo’ by al-Nawawi (4/522). Also, It is permissible to perform the Friday sermon in any language even if one is able to give it in Arabic. [Tahtawi/Shurunbulali, Hashiyat Maraqi al-Falah]. Therefore, It is up to the discretion of the mosque to have the Friday sermon either fully in Arabic, in Arabic with a separate talk beforehand, or to have the sermon in the local language.
