He chose the path as Kiritsugu's one. And because he respect human's life, he regret it after killed too many people, even he did save people by killing.

He never regret it. Probably he don't even regret the decision of being a Counter Guardian. During his life he accomplished his dream of being a hero of justice and he was satisfied. He always helped and never killed. Later he became a CG in order to save more and more people, and that was true, but to do it he had to kill. Well, he was forced to kill, even if there was no need, just because humanity said so. He was betrayed by mankind, but he's still hoping that in future the things will go in a better direction.
