You are close. Hotline is more about the path of revenge and violence directly causing the graves of those involved and more about the nihilistic outcome that comes from the constant cycle of violence, you are never meant to 'really' feel that guilty when you kill people in hotline. The game still gives you a highscore at the end of completing levels and rewards you as such. You are almost suppose to feel nothing except a light hollow feeling of remorse when a character dies because you know that that is what's is bound to happen to someone who lives the life that they do where killing others is a regular thing. Especially that it is shown very early that characters end up killing each other when I played it for the first time I felt like I wasn't really meant to get attached to people. I believe Hotline tries to tell the story of violence not being the answer because it is due to them following down violent path that they end up (or at least partly in one case) causing their own downfall. Spec Ops is more specifically about the guilt in following orders blindly because they make you kill innocents that weren't involved in the conflict directly, spec ops is a game that goes on and on and on in a good way but you feel the dread and guilt longer and longer as it goes on where as hotline only really lets you feel like a monster in those brief moments before you leave a level. Spec ops constantly makes references to hell with your character walking through red dunes of sand in later levels and that to me shows a more literal interpretation of guilt with him facing the fires of hell in a sense and in that it shows that Walker has literally 'created' a hell for people and he has to go through the whole mess that he has ended up making where he can leave after everything clears but he will never be the same person again. If hotline gave you those moments where you were meant to reflect on the bad things you have done maybe it could have a message about guilt but I think its designed to make you feel surprised to find out that no one in any way can escape the death that comes from living the life of senseless violence and that none of it mattered in the end because the anger among people and their drive to kill their enemy was so strong that they ignored their own self preservation.
