Instead of making a high level axe, you can push a boulder into the cactus to break them, or my recommend method of getting flexwood, is kite-ing a sand mesa brute into the cactus and getting heaps of blue wood each attack.

forget the axe. find a sand brute. dodge it's charge while it runs over all the cactus giving you flex wood.
