Arsenal had a good atmosphere at Highbury during the golden years, apparently, and Anfield was decent over ten years ago, but is only the same maybe in some big games, mostly Europe. Obviously, ticket prices are part of the reason, but also fan culture in the UK just seems more passive compared to Germany, though that may stem a lot from strict guidelines (ie) little to no safe-standing and limited use of flags.
"Why cant we be like that?" Cause your club is asking sky-high ticket prices. It attracts wealthy people with little connection to the club and tourists. The people from the neighbourhood that would feel passionate about their club (and would form a steady community that is the base for such fan displays) are now supporting 3rd, 4th tier clubs cause they cant pay the season ticket prices anymore.
