Because you (not necessarily you, andyz, but rather the general public) vote to cut city taxes and the city has to do it on the cheap. Or the local politicians are corrupt and do it cheap so they can pocket the rest. Or both. You can tell it was a cheap job because of how little protection they offered the workers. They could have easily coned down the middle, at the least.
For cracks that are 1/4" deep by 1/4" wide and 5,000 LF, how many tons of blocks is required? And how much does each ton of blocks cost? Thank you and very informative.
The cracks occur because cars drive over it. It is a when, not an if that cracks will occur. The freeze thaw cycle then makes these even worse. Sealing them prevents water from entering the cracks and the freeze thaw issues from occurring.
