Short and sweet. Can attenuators be used as terminators (yes). I was lazy and did not want to hunt for a good SMA 50ohm termination, so I just used some attenuators I had on hand. It works well and I'll do it again.
Depends a lot on the attenuator. The HUBER+SUHNER attenuators used in the video are quite decent and are rated for use on 12.4GHz, so they have quite the match on VHF.
