That 'older model' of double decker bus is the BCI CitiRider, which are the same age as the bus next to it, which is the 'Alexander Dennis Enviro500 MMC,' both manufactured between 2016-2018 for Ritchies Transport, which operates the NX1. Btw, BCI is based in Perth, WA
The plan was to eventually convert it into light rail. But who knows when or if that will happen. All comes down to $$$ As it is, its a pretty good and fast service and is well used. Faster than driving in peak hour, and 5min frequencies in peak direction. And nice station facilities.

They have train links in Auckland, quite an extensive network arguably. However, 1 km bridge is hard to build over especially being over 50 years old, a tunnel is also expensive. The most cost-effective solution to build while also funding the rail restoration was double decking for the number of people using the service compared to the areas with rail.
