this car was in at another garage because the license plate (number plate) lights were very dim.
they checked for power going to the bulb holder and found it only had 0.5 volts.
this low voltage is deliberate when it sees an open circuit or high resistance in the circuit.
if the lights are switched off and on again, you will see battery voltage across the contacts for a second. then it will reduce the voltage to 0.5 volts if it sees an open circuit or blown bulb.
I hope this helps someone else that thinks it may have a voltage supply fault.
