Because Hoi4 simplifies Nazism and Fascism into a single ideology and the real-life fascist austria was very much anti-germany, so much so that they banned the austrian nazi party. If the in-game Austria was fascist it would immediately join the Axis, causing the Anschluss event to fire without the need of the focus

Because hoi4 ideologies are too simplistic. The fascists in Austria are the Austrian nazis, so the austrofascists have to be shown as non aligned. They could solve this by having an ideology system like kaiserredux and just have both nazism and austrofascism be sub ideologies of fascism, but tbqh that would be a waste of time since the whole system would only be useful for a very small number of countries.

Vanilla hoi4 ideology represent International alignmend not how the country is run. Austria is neutral bc they aren't aligned with either the allies, axis, or comintern

The fact it didn’t come with Death or Dishonor, or By Blood Alone is outright ridiculous. Like, give Italy a better focus tree but also give Switzerland, who is mainly useless to even play a focus tree. Paradox at this point is avoiding countries that people want to have a focus tree for.

@bigchungus1920 it wouldn't, the germans and italians didn't like each other. The only reason italy even sided with Germany was because the allies rejected them after their invasion of Ethiopia and the germans did not. Meanwhile the germans were openly racist about their inferiority of Italian ethnicity. It's entirely possible to convince the italians to side against the Nazis
