Mr Kashung Sir, let me correct you something, if I am not wrong, If it is in case of Article 370 which is given a special provisions to Jammu & Kashmir which have their own Constitutions then it would be a reasonable.. but Article 371 C does not mention that Manipur Hilly areas is belong to either Nagas or Kukis whatever and after all Manipur is not a Schedule Area.. Article 371 C merely mentioned, 1. The President allows for the creation of committee of the MLA consisting of the elected members frm the hills areas.. 2. The Governor of the state has special responsibility to secure the committee whether it has been functioning properly or not. 3. The Central Govt. can give suggestions to the State Govt. for the administration of hill areas.. 4. The Governor should submit Annual report to the President regarding the administration of the hill areas. Yes I agree that Manipur Govt. should have consult or inform atleast to Hill Areas Committee as a formality for the sake of the hilly peoples.. but I have no idea, under what circumstances that the State Govt. is violated Article 371 C. Pliz correct me if I am wrong .. No Offence.
