Puff out your cheeks and let a small stream of air exit your mouth. You want it so it's just flowing out with minimal blowing. Puff out your cheeks; this will figure very prominently into your technique. Let your cheek muscles take charge of pushing the air out of the air reservoir that you created in your cheeks and let a small stream of air enter your nostrils, making sure to keep your cheeks comfortably blown up. Fill up your lungs to a comfortable level and you should be good to go. To practice, use that technique with a straw in a glass of water. If the bubbles continue even while you're breathing in, then you can scale that up to the practice chanter. It's okay if you don't get it at first, it's one of those things that just clicks when you get it.
