Even if souichi hadn't lost his memory he won't have been able to stop leap second since he had no way of knowing the timing unlike baku. And you can not take away the leap second coz that is indeed a part of baku's flawless plan which was executed perfectly. His planning perception and anticipation definitely put him above souichi.

Honestly oh will only improve the functioning of his brain Like it will only buff his fsiq, and tbh even that isn't enough for him to take fsiq against hal, coz hal's fsiq is just way too higher than Baku coz of lack of feats, hal will take fsiq even against Baku oh (all cats)
