While in many of my events, I tend to cap the more "broken" selections at 2 per army, I recall a previous video of yours explaining less "taking away" of the more overpowered things in the game and instead buffing some of the lesser seen things. Heavy tanks (jugger pack 100pt discount on tigers) for example. I've also seen axis armies getting a free vet MMG team as comp. I like this approach because it doesn't eliminate what's already strong, but gives other lesser armies a fighting chance.
Great video as always; I'm personally hesistant of the Juggernaught Pack, not because it's a bad pack, but because my go-to army is Poland, and we have 1) an anti-armor issue as-is becasue we're Early War only, and combined with that 2) we don't get any medium tanks (or really powerful light tanks) or LMGs, so we don't get the benefits of the free stuff. So as you said, whenever you adjust rules it does shift the meta (in this case away from Early War Only armies like Poland and Belgium who can't benefit from many of the rules).
