I was a little surprised when I heard this in the Steel Watch boss fight. This soundtrack sounds like it would've been for an ominous moment shortly before or after the actual final boss fight. A very 'Light in the darkest moment' or 'Saved at the last moment of uncertainty.' But at the same time, I do feel like this song really captures the sorrow of the atrocity you're facing in that moment, of what extent of cruelty delves into the creation of the Steel Watch.
If you read the journal of a gnome worker in this room, it speaks of whispers by the brains inside the Watchers that he describes as "unspeakable sadness and melancholy" or something along those lines. And this tune matches that atmosphere perfectly.
