Scenic railways, people want to see scenery and not a high speed. Also it depends on the speed limits for some of these short lines.

@baldwinloco12 It's very different from here. Heritage diesels are usually only used on special "gala" events for enthusiasts, and drivers are expected to drive them hard for maximum entertainment.
