What a lot of people don’t understand is these row homes have a unique history behind them. I urge you to read ‘The Baltimore Rowhouse.’ A well written book on the row homes of Baltimore. Finally, you mentioned ‘white flight.’ I argue high taxes, no manufacturing, drugs and fatherless homes created the perfect storm for Baltimore which caused its ‘flight’ of their citizens. When i was a kid every one of those houses in that area sw.balto.21223 was occupied. There were no vacant houses it breaks my heart to even drive through there any more...
I call for a Federal investigation into the misue of Federal funds by E. CUMMINS, Baltimore City and State officials. Where did this money go? To what projects? Where are the bills from contractors that can be audited and used for payment. I highly want to know the names of all who participated in these projects and approved the expenditures. Want to see the bank records for every single person from Cummins on down to verify they didnt take money. People, call for this investigation, otherwise you will continue be worked by your representatives. They do not care or give a dam about younger your children. You can live in rat and trash infested neighhorhoods while they live in their upscale homes. It up to you.
City council renovated and bought swanky high-end furniture with emergency federal funds allocated for renovations. One look at the expense accounts and it is obvious these people are wasting the money on themselves! it is so gross .A city council member was buying themselves weekly groceries!!They just scream Racism and people stop asking questions...because it works!

May 2022. I was born in Baltimore, grew up south Baltimore locust point, ! I can not believe this video , so jump to adulthood mayor Shaffer had this plan to fix this problem called Dollar Houses!! I bought my first house waz a DOLLAR!! 3 storys, corner fayette st. There were rules but great Opportunity! Why not start that again !! Allowing the people who can not afford to buy a home , ! Can not tell you the PRIDE I had walking out front door , looking up my 3 story house that I paid for ! Cash. No certified check I think! There was low interest at certian banks to help poor people out ! Regular bank loan I could not get ! But these special loans for low income people worked ,I learned things with my $1 house without that I would never know ! Across my side street was as every corner has in Baltimore a bar a rowdy bar ! But with communication with owners worked together ! I'm very SAD to see Baltimore look like that ! You could only buy 1 house and had to live in it 5 years , get your own financing to repair house , without that program I would have never bought a house ! When it's yours not rental you care , about house, neighbors, neighbor hood , and what happens to it ! Why not bring it back !! It makes me sick to think entire neighborhoods are all gone !!! I lived in Little Italy in Baltimore as a kid in the 50's. Tough times back then but I can tell you that the Yo Boyz stayed out. They knew better than to come into our neighborhood and trash us. We took care of our own. None of the riff-raff you see throughout the city today.
I knew there was people who lived in that community. I was told as a 7yr old to never go across that street or else that was it. Later on in life I found out about LITTLE ITALY.
This is no diffrent then the 20,30,40,50,60,70,80, its just 2019 the same thing going on in this nation till this day money and drugs rule the day oh and crime
Mrs Ott I applaud you. I lost all my belongings as well as stuff handed down thru time.... I took this slumlord to court an he had 30 health an safety violations. An I told the judge he will not fix anything. She said pay him or be held in contempt of court. So I had to pay him an he did nothing but try an evict us again. I kept calling an seeing Mayor Stefanie Rollins-Blake to finally getting them to pay first monthes rent an security deposit. We wound up living in a hotel for 5 monthes. My Mum was on oxygen 24/7/365 with copd an I have an autistic son with Asperger's. An now PTSD from a nother slumlord who took to harassing us just cuz we asked for a refrigerator. They tried to evict us they turned off our electric an then hot water a week later. BTW these are church ppl. I rent above a church from the pastor. They tried to evict me an never gave me my court date an time. So I got it postponed. Then the judge sees they have no record of ever having a license to rent. So the day B4 the new court date an inspector comes an they (church ppl) fail due to my electric being off an the water heater is connected backwards. The judge the next day told my slumlord the case was dismissed with prejudice. Now they have to pay me my $ back..... Due to new rule as of January 1st 2019.all landlords must pass inspection to have a license to rent said property..... Thanks Mrs Ott

It should be a property law, that if you own property. That you alow to be derelict. Run down health hazard, crime magnet. Squatter refuge. Will be forced to sell to some one who will take care of it. Developers it, and if not the property would be forfeited, sold at auction or given to charitable organizations like habitat for humanity. I see you were writing Smallwood and McHenry St.'s on you envelope. I know one thing about that neighborhood, It is pretty much an open air Dope area. And there are hundreds more throughout the city. I'm sure that is one of the problems now. I use to work for a "So called" Slum Lord. We did good work on the properties and the tenants would always trash the place. Most of them "Not all" would never take care of the place, Never have rent on time, and have people running in and out of the house selling or using drugs. Sad to say , But True. @Ken MacDonald I see your point. Next year the property will probably be worth 1800.00 a month, and so on.. We just feel that too many large rent increases in a short time is unfair, especially when the owner hasn't addresses any of the "fixit" problems with her property. Her investment is worth whatever she can get out of it with no concern for her loyal tenants! Wow! Great business.
@Ken MacDonald We care what we feel about rapid and large (21%) rent increases, of course. Like a sticker shock. The previous owner was a bit more considerate with increases, about 5% a year is what we were accustomed to. I always pay four days before due date, fix things that the owner lets slide and keep good neighbor relations. Now we worry about gentrification while watching the homeless population explode around here. We actually found property to buy in Oregon so yes, we're moving outta here. L.A. is being unaffordable for us. Thanks for your insights, although I can't agree with the "thief" part!

I tried to explain to you that 21% rent hike was a shock to us, on a fixed income, but if that seems ok to you, so be it. Good Luck Sir! So it would only be a matter of time until the city would have to bail them out or buy the properties back because there's no jobs for the residents to pay the bills. Baltimore is far away from being a college town, and many are not owned by JHU. We would like to see JHU owns more, at least they have a plan for the bright future, but slumlords do not!

Ken MacDonald nah. It was in poor living conditions. The landlord didn’t give a fuck. My family paid everything in time. But the city kicked me out cause it was unsafe to live in.
The question is, why aren't they going after the slum owners of these properties that allow these blights to sit unattended in the city. That's always been a big issue, in addition to Baltimore government misappropriating funds and focusing on projects that bought in $$ in 'certain' communities... I am not an American citizen. I'm French Australian and yes I am a conservative. I grew up in one of the most violent countries in the World and I don't want to see you wonderful Americans go down that same track. Life is very complicated, politics can be crazy at times. What bothers me is the void that is growing between the left and right. Once upon a time we used to be able to work together for the benefit of our countries. I look at both sides. Omg just believe this is same naberhood I grew up in when most nabers looked out hoping one another . I can still pitcher my mom and other ladys in our block of south pulaski street setting out drinking coffee in the mornings there was no vacant homes bourded up. Everyone respected and helped one another. It's just soo sad seeing this vidio but brings back alot of great memories
This woman doesn't know what a slumlord is. If someone rented some of these homes in bad condition without maintaining them, then they would be slumlords. The owners aren't slumlords they are warehousing their properties (which isn't productive, I know.) The state of the neighborhood isn't their fault. It was the destructive power of the crime and depravity that degraded the neighborhood, so that the majority of inhabitants, who were decent and non criminal found it so hard to live there they had to flee. This is what happens when a location is economically abandoned in the first place.
Why doesn't the City Council act against these slum lords? Politics in Baltimore has always been crazy and unique. But when the politicians allow this wilfull destruction to occur - which negatively affects the City's bottom line in multiple ways, more is said about the political leadership than the slum lords. Understandable why there has been flight out of the City. Darn shame!
My family owns at least two properties that you have walked past in your video and yes it sounds good in theory but when you have very young children and have your screen door shut and someone gets killed right on your front in broad daylight on that same day it may cross your mind you just might want to move your small children out of that house base so they don't see it be so they don't remember it and see so they do not get shot and killed themselves just outside playing with a toy
I think the City should tear down these old home and rebuild them or just turn them into neighborhood gardens that the residents would run. They can also sell the veggies/fruits they grow at the B'more farmers market

@Ken MacDonald That's a stupid reply. I am 69 and disabled.so you can't make a suggestion unless you have money. I lost my retirement acct during the recession when my husband's job left town.I grew up in Park Slope Brooklyn and some row houses were renovated by the govt and they looked very nice.
