I thought a balk was only called when there is a runner on base. However, in reading further, if the balk is meant to confuse the batter, time out should be called. There is no penalty but repeated actions can result in ejection. The umpire should have called time.
@@guiwhiz Yeah, but in the video he clearly never did that. He stayed in a position in which he never accelerated towards the plate which is completely legal
@@Zenythal Yes he does... he moves his pitching arm forward, without the ball, towards the plate then re-enters his glove to grab the ball to pitch. Umpired for 20+ years and I'll call a balk on that play EVERY single time.
