Reza O'Line it’s an operator inside the helicopter. They use it to deliver news stories sometimes. Like if there’s a police chase or a tornado. All the news helicopters have them here
Its a wescam, they got all sorts of functions depending on the modelf, they can lock on to a moving target and then follow that target, they can see infrared, nightvision and heat or a mixed more where it blends different modes together. It can also be equiped with lidar for autonomous flight or mapping purposes.
They have since upgraded to the Bell 206 L4. But yes they do. There’s also a couple other news stations here in Oklahoma that do the same. If you check out my other videos you can see at least 2 of the other ones. News Channel 4 (Bell 206 L3+) and News9 (Bell 407)

This news station now has a L4 and it’s bright yellow lol. Most likely you see KFOR streaming. I was in NC on vacation In 2013 and the Moore tornado was streaming KFOR on all channels there
It’s a Bell 206 helicopter and they can be used for PPL. Just more costly then the smaller helicopters most schools use. You’ll be paying almost double per hour to fly this vs the small pistons
