Belt and Road Initiative boosts China's clout overseas but concerns like debt-trap diplomacy remain

China’s ambitious Belt and Road Initiative (BRI) may have boosted the country’s global political clout, but doubts remain over the viability of the massive project once hailed by Chinese President Xi Jinping as the “project of the century”. The country’s own economic growth is losing steam and the COVID-19 pandemic's fallout remains. Lending has slumped and projects are stalled. Several partner countries are deep in debt, reflecting cracks in the sustainability of Beijing's lending practices. Associate Professor Chong Ja Ian from the National University of Singapore and former US under secretary of commerce for international trade Frank Lavin share more with CNA’s Asia First.

Everybody lost steam when USA raised interest rates. Western countries lost a lot of steam. Europe is in dire straits. USA not doing well either. Infrastructure in the USA itself is utterly shameful.

Jai Hinduja. Consultants will still get their hefty cuts in all World Bank loans whether or not the Bank runs out of steam in issuing new loans. Nevertheless there will be no new major infrastructure built in US as long as the US keeps its promise to service its growing 33 Trillions debt at high and higher interest rates

The “debt-trap” theory is concocted by Brahma Chellaney, an Indian geopolitical strategist. The “debt-trap” theory is concocted by Indians, and popularized by Americans. They concoct this theory to demonize China, Chinese and BRI projects/loans. More reports of needy Japanese prostitutes who may not qualify for a bank loan are going abroad to work have been trickling through the opaque Japanese media even as Japan holds the highest amount of US treasury bonds.

another disappointment on how cna portrays this discussion! almost all the 150+ countries that are part of the bri project have debts long before china started the bri project in 2013! ex: sri lanka got their loan from china, but they used in the presidential election instead of in the project they said they would use it in! so this is mismanagement of the fund! also, sri lanka owes the west 90% and owes china 10%, so who is debt trap who?! thumbs down for this vid for misinformation and being bias!

All responded, *except China.* - When Sri Lanka tried to import necessities, China *blocked* it because of unpaid debts.

The same countiries who talk about debt trap, are the ones who exploited the economies of many African countries for centuries. If youbuild a house you take a debt called a mortgage for 20 to 30 years easily, pay back slowly. But this debt improves the economy and livelihoods. The execution is with the host nations and curruption plays a part in some places. You cannot blame the bank for failed projects, many others are responsible.

Not really. Yet I can assume the principles. The ability to carry the debt and pay back, reasonable term and interest, space for renegotiation of terms in a difficult phase with out penalty, for the creditor the risk is worthwhile, possibly.

Jai Hinduja. Countries should behave like any normal person unless you are in charge of money printing like Messrs Powell or Mugabe. Plan based on worst case scenario on how much to borrow. Most people could end up in bad debt if they lose their jobs and have no income. Many healthy countries and people also get into bad debts after Powell starts raising interest rates to fight US inflation.

China,s Belt n Road infrastructure program: Intention good - to provide so cal low cost infrastructure to developing countries . **Result - 165 Non - Chinese countries OWE China US 385 billion in loan money ** How Chinese Banking loans operate ? Chinese Banking loans comes from Chinese Banks in China n the money goes Back to Chinese companies to pay for workers ,materials ,machinery etc The questions is ? What is the % of local materials ,workers ,machinery **USED **in the Chinese finance project in the Loan receipient country ? If countries cannot pay the Chinese loans ,then China takes over strategic assets - Example - Sri Lanka - Hambantota port ,Pakistan - Gawdar port etc Chinese banking loans are secret ,controversial - it's terms ,conditions are hidden . Can China reduce its interest rate ,reduce the amount in some of the loans . Due to Non - Chinese Stupidity ,China became rich ,powerful country n now wants to expand from 9 dash line to 10 dash line. . Yes, they can loan money to these risky developing countries for their infrastructure projects and collect the relatively-high interest. The problem is that these developing countries fail to meet their own project goals, due to their government/ officials being corrupt, and in the end default on debt payments to China. So China doesn't get to reap the return on their investment (they may get the infrastructure like the Sri Lanka port as collateral but whats the point if their BRI partner countries govt goes bankrupt such as Sri Lanka ).

The best example is Ukraine. A lot of smooth talk about being nice to eachother, making peace, whatever. But what is now really with China's 12 point plan, the mediator they sent? I am sick and tired hearing all the China bullshxt-marketing. Where China has got involved, there are only problems for the world left.

​@@krollpeterUmmm, no. The issues in Ukraine are really the consequence of a cold war mentality between Europe and Russia that never disappeared. The only difference between the last 2 years and the previous 28 years before that since the the fall of the Soviet Union is that Russia now has the will and ability to assert itself against NATO expansionism. The west lacks responsibility to recognize their own fault to causing this war.

@@albback8176 That is 100 % not the case. Everybody in Europe thought we are over wars. We cut down on military spendings, we reduced military man count, the military forces were deprived on equipment. We had intensive trade with Russia, and EU's policy was trade and diplomacy. It had been told several times to Putin directly, that Ukraine will not join Nato, the last on the 16 of February 2021, when Putin said to chancellor Scholz 'nobody thinks about a war" straight into his face. 6 days later he started raping Ukraine. This very scene is available for everyone to view on RU-vid. If you still did not learn it by now, I am afraid there is nothing that would help, even if I used the entire history as a proof. And even if you were right, none of that justified a war against Ukraine. Nowadays it seems people are getting more and more weird, instead of informed.

@@krollpeter So if Nato is a military alliance devised to counter the Soviet Union, then why did expansion continue after the Soviet Union collapsed? It did not take very long for Nato to admit 11 countries to membership in the 1990s, with some of those countries directly bordering Russia, such as the baltic states. Expansionism presents an aggressive threat, as any member country benefits from military resources of other members, as well as guarantees of nuclear retaliation. Nato member countries are permitted to mass military forces on their land, which poses a security threat in close proximity to Russia. The only reason for reduction of military resources and expenditures occurred mainly because Russia was in no position to support it is own significant military at the time. This had nothing to do with peaceful gestures. Sure, the west will engage in trade and niceties, but such niceties are shadowed by a mallet ready to be dropped from overhead.

@@albback8176 The Nato Alliance is a defence alliance of countries who agree they would help and defend each other in case any of the members is attacked. It was originally founded with the existence of the Iron Wall in mind, but later expanded to the task that I described with the first paragraph. The majority of former Soviet states hates Russia, and among them the most important ones. If Russia was so wonderful and the Nato and EU so bad, are they are all totally stupid? Does it not ring a bell that only those dubios and dictatory ones still love Russia? Poland and the Baltic states for example would rather die than going back to fascist Putina. End of the Chinese brainwashing wishy-washy. I am tired hearing and responding to always the same poo.

Since the inception of BRI. What has it contributed to the world's Economic. What is the % of the contribution to the world's GDP. What are Socio Economic improvements has it contributed to this world. How many people have been lifted out of poverty all over the world. How many isolated places in these world had been given the life of conectivities thus seeing the lights of the day. How much progress has been brought by BRI to a country which otherwise remained a dream. Etc, etc, etc. If there are myriad of changes in a positive ways to the well being of each country in the form of betterments in various aspects. Example, an improvement of foods, jobs, poverty alleviation, local commerce, materials attainment, health, live styles, basic amenities, etc, etc . Fulfillment/attainment/success of which how small it is, but there are shifting of standart of living to a better level then before, then :- BRI isn't failed & cannot goes wrong anymore but would be a driver for world's growth as when the old machanism has lost its niche. If there are value added in the developments, then it cannot be wrong anymore. Ofcourse, it is a step at a time. It doesn't happen overnight. It is not that the old or existing machanism is obsolete but it simply hit its choking point due to many reasons. For better world
