Palestinian Arabs are not Jordanian Arabs. Just as Americans are not Aussies or British or Canadians. When the Ottoman empire broke down , distinct Arab groups aimed for separate national aspirations. The Palestinians and Jordanians fall into that category.
Maybe re-establishing the failed PA state would be a good mutually beneficial starting point. Both should agree to establish mutual protections and cooperations to guarantee their national securities. This would be a splendid first step to develop a tree for doves to flourish.
I would also suggest that financial penalties be scheduled if either side fails to follow the security agreements. Ex. Murder occurs in A, B is asked for extradition. B fails to perform. X number of currency is forfeit.

Food for thought: when the local saying was misunderstood by the Israeli, it was because while many of the Jews who are heading the fight are in Israel, they are not FROM Israel.
