Since the Berbers all have Arabic sounding names, I have a special tactic when I play as them: a reverse Muslim conquests. Starting with Spain and Africa, and then moving east into Persian and Byzantine territory in the east.
Such a bizarre faction, it's easy to see in battle why they weren't playable. I recall one of the cavalry units simply not even attacking in battles, might be the chieftain.
In regards to watchtowers making money that might be down to the fact that rebel armies love to stand on watchtowers over roads and farmland. This means that the tower won't give you anymore sight but there'll be less devastation and land trade won't be blocked so you'll get more money than if you didn't have a watchtower. That's what I think anyway.
Berbers > Numidia, for one simple saving grace... Horse archers. I'm not sure about other people but give me the crappiest horse archer units and I can take armies to Hell and back through even 10 to 1 odds, and when they run out of ammo simply withdraw, rinse and repeat or if the enemy is too tired and slow you're able to easily outflank and surround with the light fast infantry, this faction is not easy and if you attack head on you will die 9 times out of 10, no armour isn't always bad, who needs armour if you never get caught?
Your first instinct will almost certainly be to expand into north africa. Unfortunately, african provinces are incredibly wide, giving massive distance to capital penalties in carthage despite only being one province away! Instead, beat the Ummayads to the punch and invade Iberia. Not only are the Iberian provinces closer to your capitol, they're also rather wealthy and often undefended. Most notably, the Iberian peninsula's province setup allows you to hold back the WRE with only one settlement. After taking Iberia, then take Carthage, Leptis magna, and Sardinia. You should now be holding 9 regions: 4 in Africa, 4 in Iberia, and Sardinia. Alexandria is the last settlement you need to take to win, a naval invasion circumventing cyrenica can easily catch the ERE off guard.
You should play one of the Mods like Total Realism, Roma Serrectum or Europa Barbourum. They attempt to make the game and factions more historically authentic than base Rome Total War whilst keeping the gameplay and the factions interesting enough to keep players engaged.
Hillmen do great javelin damage and can hold a line okay. Berber Axemen can do well against legionaries with flanking. Mountain Men are pointless. The best Berber unit is their cavalry archers.
