Not having a prototype, does not imply your idea is not genuine. It is just a further step of the de-risking the project. Whether or not your business plan is accepted is a different question.
If you really want this, then do two things: ask yourself if You have the will and talent to persist and do a market search in order to evaluate if there is a market need. Else you will just burn money
