It is (I think) Callistemon Rigidus, which I have found to be the hardiest variety available here in the UK, ours has been growing in our exposed hillside garden in South Wales for around 20 years with any protection overwinter. It has survived some cold snaps of frosty weather as low as at least minus 8 degrees C (equivalent to 17.r F).
The arching branches have spread quite wide over recent years and the flowers seem to be hanging in little clusters this summer - which looks lovely!
Nearby is our Red Robin shrub, which was cut back earlier in spring after the first flush of red new growth had finished and the plant is responding with another flush of rich red new growth only a month or two after the spring prune.
