I don't understand why you can't use a good field tip for small game? Most field tips are not super sharp or pointy, so they will still cause plenty of "shock" damage. Size comparison it would be like impaling a deer with a fence post. Doesn't matter what arrowhead you use if it's a bad shot, it's not going to quickly kill the squirrel or rabbit. A 22lr bullet has a smaller diameter than an arrow, it's also not going fast enough to expand or cause temporary stretch or anything. 22lr literally just pokes a tiny hole in animals... A field point at least pokes a bigger hole in animals. But 22lr is widely accepted for small game.... Which is why I switched to 17hmr, it explodes squirrel or rabbit with hollow points.
