They would have. Well, they’d have to pay off what they owe before they’re ever considered so that’s as good as a ban because you know that’s never going to happen.

Sounds great in this context - but think about of the people that live there properly. You'd be invading their privacy by quite a lot, You'd have to create new laws about what constitutes an "unclean flat" - obvious ones are easy but what about moderate hoarders or just a big family with young kids, all of the edge cases. But my main concern would be invasion of privacy - some officials come into Your house and check if You are cleaning properly - it's quite humiliating. Again I am talking from a proper tenant point of view.

@@Rendzio We used to do that in the States around the 60's. They'd check every couple of months for cleanliness. Also, if was a woman's place with no husband, there'd better not be any man's things inside the house either.
