Both the Illinois and Indiana State Fairs have steel rails. They race both cars and motorcycles on those tracks and in Indiana's case they have tunnels under the tracks and need substantial barriers to prevent accidents. Or I should say try, More than one horse over the years has figured out a way around them. 22 feet down. (I measured after one went over)
I groomed and trained there for many years and the rail is part of the job and as for the horse right up behind him it had a tongue tie on to keep them from getting their tongue over the bit and no there wasent a horse gasping for air lol they blow as they breath when going fast it sounds way diff in the video but the horses are just fine.
