As an amateur level referee, I can tell you that you do need to check everyone's studs and the easiest time to do it is when everyone is together at the start of the game. Professional players can get a fresh pair of boots every game, if they like. Amateur players will play with the same pair of boots until they fall apart. It's also common for a bit of a walk from changing rooms to pitches, so the studs can get worn down and/or sharpened. More than once, i've had to tell a player he cannot play with the boots he had after doing an inspection like this.
