The three inches is so you can go lower, not higher. You replace the center column with the three inch piece and you are able to support the camera at a minimum of about 4 inches above the ground rather than 14.

If you are looking for a pretty good low cost tripod, also check out the Mactrem CT62. It weighs 3 lbs. instead of 5 lbs. yet claims it can support 31 lbs. versus the Joilcan claim of 25 lbs. (I suspect both claims are exaggerated a little.) It also folds down to about 16" length for carrying. It has lever locks for the leg extension instead of the twist style and, in my opinion, a much faster and more positive method. It has two knobs for the ball labeled "Tilt" and an unlabeled one that is for locking. While the "Tilt" will also lock if you tighten it, instead, the idea is that you set the drag on the ball with "Tilt" and then lock/unlock with the other knob so you don't lose your drag setting. It also has a couple of levels and is otherwise fairly similar. One nice Mactrem feature (and for all I know, the Joilcan might have it also) is that while the stud for the tripod head is 3/8-16, it is easily removable AND reversable with a 1/4-20 thread on the other end. Can be quite handy if removing the head and putting on some accessory that is threaded 1/4-20. The CT62 won't go as high, however, but most don't need all that height.
I am looking for a budget tripod that won't cost more than my camera but not a "cheap" one that wont last me long either. I came across this tripod on Amazon and am seriously thinking about getting it! Thanks for the review!
