Because in the earlier cartoons she was a flapper, which was long out of style by the late 1930's.

@@carelixacosta5601 It was the implementation of the Hayes Code in 1934 which restricted any form of sexual suggestiveness, even in cartoon characters. Thus we speak of "pre-Code" productions being much more racy and explicit. Betty was completely covered up after 1934.

She was a flapper before. Her look was modified to look more modern with the times.
