I would recommend that people start with Genesis chapters 1 through 11. They need to understand the problem of sin, otherwise they won't understand their need for a Savior.

Church leaders are to blame for Bible illiteracy. The public reading of Scripture is commanded in the New and Old Testaments. The Scriptures were meant to be read aloud and extensively to those (saved and unsaved) attending church services.
