i think the one who waits will be susan the drs granddaughter. she was left behind by the dr like his old companions who "wait" for him to come back (see the support group graham setup) and she is also a timelord and when the dr left her on earth he promised he would return. so she has been waiting since that day. i imagine the loss and betrayal by the dr would eat her up and make her evil like the master who was the drs childhood friend and felt jealous of the dr which made him evil. she used the name s foreman before referencing the junkyard the dr hid the tardis so its not a stretch she would use the anagram of tardis s triad to prompt the dr to come back to her. the pantheon could be scared of her because she has shown many times that she is more intelligent and capable than the dr. if she has a tardis then that would explain her appearances throughout the drs adventures because she has been following him. maybe susan triad has been mind wiped like the fugitive dr and triad tech acts like the pocket watch when activated and she remembers who she is sending her into a rage upon realising the dr has returned after so long.
