Also known as 5th Amendment of Due Process. What you seem to be looking for is Checks and Balances. You need to audit ordinances for violation of U.S. Bill of Rights. As it is attached to the U.S. Constitution (Supreme Law of the Land). You can quit claiming to be "law-abiding" if you keep violating laws listed in the Bill of Rights. Those are Amendment Laws.
This drives me absolutely crazy when people on these committees think they’re using parliamentary procedure when they’re really not. Whenever you say I make a motion that is an improper sentence. The correct way to propose a motion number one is in writing and number two is to say, “I move…“ That is your proper conveyance to make a motion.
I have been on these committees to set these types of organizations up and it generally takes two years to number one right the charter number to write the bylaws and number three in this case to write the citizens bill of rights. If these committee members have not read these documents then they should not vote on them. We have a system where each person signed off that they had read the document before the vote occurred and then after the vote occurred it was ratified on the document with the president and the secretary signing the document with the date that it was passed. That’s parliamentary procedure. Whatever it is they’re doing here? Is not.
You do have to compare the continental congress that was sequestered in these rooms for weeks at a time compared to these people meeting what two hours a month? That’s why a committee should be set up to develop these bylaws and then have them presented in advance to the group get feedback from the group before they’re even brought up for a vote.
