The song is about her ex boyfriend Q. He was 22 I believe when she was 16 and they had been dating. In her documentary there’s a phone call between the two and Q said he drove home drunk. That’s why Billie said “driving under the influence” and “you scared me to death”. And when she said she could mention all the times he showed up on time it was because he told Billie he would go to her shows/concerts and didn’t go to a lot of them which made her upset obviously. But I love the video

Water often symbolizes emotions. So she gets overwhelmed by her emotions- not realizing it is building up until she opens the door and is immersed. She has to then find (swim) her way out of it- to not drown. Dancing in the rain- a release of emotions. Letting it all out.
