Steve Orlando (scarlet witch comic writer) said in a interview that scarlet witch has true free will in the multiverse . She has no strings, she is not a puppet of any agent of chaos/order. She is beyond the rules and fundamentals of cosmos . Also chthon didn't creat chaos magic it existed from the beginning. Chaos magic is not just a magic it is the primordial chaos which is required for all magic to exist. It is first building blocks of reality, life. It has the infinite possibilities. It is primodial glint of happenstance and many more. When the griever who is the ending of all things even concepts, cosmic entity can't erase wanda from existence then i don't think Wiccan can.

Wiccan is a reincarnation of Demiurge, a primordial god who birthed elder gods including Chthon, Gaea, vishanti, cyttorak etc... you understimate a fully powered Wiccan who evolves into the Demiurge who reshapes and rewrites the rules & laws of magic & witchcraft.
Small note. He isn't YET. He is destined to become Demiurge, the elder God that wrote the rules of magic and gave birth to life and the elder gods. @@BraydenHammer I think it was pointed somewhere (and shown) in the midseason trailer that they survived and was brought some where underground. I think he just brought them somewhere else and looked like he drowned them in the mud. So I don't think he's exactly antagonizing them. He separated them from him and Agatha. It was shown in a clip where Lilia and Jen was muddy in a place like they're below with light shining somewhere above them. Edit: cause if he's a villain now, there would be no place for Wiccan in Young Avengers that I think they're currently building up.
