Not necessarily. Cartoon Network didn't release anything theatrically before PPG movie, so it wasn't a part of their usual business model. They didn't release a theatrical film again until ten years later in 2012, but it was only in India, then again in 2015, but with a limited release, and then their as-of-now final wide theatrical release in 2018, which was 16 years after their first attempt.

Even if Billy, Mandy, and Irwin are to blame for Grim irresponsibly losing his scythe many times and misusing it many times for the three kids’ misdeeds, Grim has to be held responsible for it. I don’t care if the Boogyman was only doing it for a grudge, Grim had to pay for everything that Billy, Mandy, and Irwin did because of that binding contract that Billy and Mandy made with him.
